PHB is the proverbial pointy-haired boss. The concept originates from a clueless office manager character in the comic strip Dilbert.

Many in the field of computing find managers who aren't very knowledgeable in the details of technology. Some barely understand technology at all. The stereotypical uninformed manager is often referred to as a PHB in technical communities.
